Report: Trump to Sign Orders Limiting Immigration, Refugees The orders are expected to be signed this week and are said to target travelers from predominantly Muslim countries. By Paul D. Shinkman | Senior National Security Writer Jan. 24, 2017, at 7:13 p.m.
President Donald Trump is poised to sign executive orders as soon as Wednesday that would limit immigration and the flow of refugees into the United States, restricting access from some predominantly Islamic countries, according to media reports.
Citing congressional aides and immigration experts, Reuters initially reported Tuesday that Trump plans to sign orders Wednesday at the Department of Homeland Security that would restrict travel to the U.S. for refugees and some visa holders from Iraq, Iran, Libya, Somalia, Sudan, Syria and Yemen. The Washington Post, however, reported late Tuesday that the president plans to sign orders related to a border wall and sanctuary cities on Wednesday, then move to immigration- and refugee-related orders later this week.
Trump tweeted late Tuesday that he had a "big day planned on NATIONAL SECURITY tomorrow," and referenced his central campaign promise of building a wall on the U.S. border with Mexico.

Trump on the campaign trail also called for a temporary ban on Muslims entering the U.S. and for “extreme vetting” of refugees without providing an explanation for how that would differ Today from existing stringent government reviews of refugee applications.
Syria has the lowest proportion of Muslim residents among the countries Reuters’ sources cited, at 87 percent, according to the CIA World Fact Book. The others are more than 96 percent Muslim.
Those countries were all included as regional threats in last year’s Worldwide Threat Assessment, a document produced annually by the Office of the Director of National Intelligence that’s considered the intelligence community’s general assessment of threats to U.S. national security. Other predominantly Muslim countries included in the threat report that weren’t specified by Reuters’ sources include Afghanistan, Bangladesh, Egypt and Pakistan. The report also identifies terrorism threats in places like North Africa and Europe.
Homeland Security Secretary John Kelly, a retired Marine four-star general, told members of Congress during his nomination hearing earlier this month that he considered an exclusion based solely on religion to be a mistake and a potential danger in itself.
"I don't think it's ever appropriate to focus on something like religion as the only factor," Kelly said. He recounted his time as a combat commander in Iraq when U.S. forces had to win over the trust of religious leaders.
"Our success in Iraq, certainly my time in Iraq, was because I outreached with people across the spectrum of society, all of whom were Muslim," Kelly said. "We convinced them we were there for good, not evil, that we were there to protect them."
Muslims made up roughly half of the 85,000 refugees who entered the U.S. during fiscal 2016, according to the Pew Research Center. The other half were almost all Christians.
Trump campaigned on pledges to tighten U.S. immigration policies, including beefing up border security and stemming the flow of refugees. He also called for halting entry to the U.S. from Muslim countries, but later shifted the policy to a focus on what he called “extreme vetting” for those coming from countries with terrorism ties.
As president, Trump can use an executive order to halt refugee processing. President George W. Bush used that same power in the immediate aftermath of the Sept. 11 terrorist attacks. Refugee security vetting was reviewed and the process was restarted several months later.
While the specific of Trump’s orders were unclear, both officials said Wednesday’s actions would focus in part on the president’s plans to construct a wall along the southern border with Mexico. He has insisted Mexico would pay for the wall, though the Mexican government has repeatedly said it would not.
Mexico has repeatedly said it will not pay for any border wall. Earlier this month, Trump said the building project would initially be paid for with a congressionally approved spending bill and Mexico will eventually reimburse the U.S., though he has not specified how he would guarantee payments.
Trump will meet with Mexican President Enrique Pena Nieto at the White House next week.
In claiming authority to build a wall, Trump may rely on a 2006 law that authorized several hundred miles of fencing along the 2,000-mile frontier. That bill led to the construction of about 700 miles of various kinds of fencing designed to block both vehicles and pedestrians.
The Secure Fence Act was signed by then-President George W. Bush and the majority of the fencing in Texas, New Mexico, Arizona and California was built before he left office. The last remnants were completed after President Barack Obama took office in 2009.
The Trump administration also must adhere to a decades-old border treaty with Mexico that limits where and how structures can be built along the border. The 1970 treaty requires that structures cannot disrupt the flow of the rivers, which define the U.S.-Mexican border along Texas and 24 miles in Arizona, according to The International Boundary and Water Commission, a joint U.S.-Mexican agency that administers the treaty.]/b]
Other executive actions expected Wednesday include bolstering border patrol agents and ending what Republicans have argued is a catch-and-release system at the border. Currently, some immigrants caught crossing the border illegally are given notices to report back to immigration officials at a later date.
If Trump’s actions would result in those caught being immediately jailed, the administration would have to grapple with how to pay for jail space to detain everyone and what to do with children caught crossing the border with their parents.
Limiting immigration doesn't sound like a ban to me... Angela Merkel is now deporting illegal immigrants and also put a limit on refugees... Don't try make a storm in a glass of water Sis...
Limiting the influx of migrants, especially those of Islamic faith, doesn't necessarily stop the threat of a terrorist attack, when you consider that in recent times, most damage was caused by "home grown" terrorists. With technology so advanced, instructions to plot , can be sent from anywhere on the planet. So If mr Trump thinks that by placing a ban on Muslim migration, is the answer, then he is very naive & will be in for a nasty surprise, unless he implements an intelligence team capable of thwarting any potential attack.
Probably wont stop the threat, certainly wont increase it either... Why do the muslims want to go to a land full of people they dont like? They go through half a dozen muslim countries to get here, then complain its not an islamic country.

That is a mystery to me too Pat, a big, smelly mystery...

Easily influences by foreign terrorist...doesn't it says something J?
One2note: It can mean several things but my point is , that stopping immigration doesn't automatically stop the threat of a terrorist attack.
It isn't stopping it, just control it, nothing wrong with that... And yes, you can reduce the threat with more careful immigration policy... What Mohamed Ali said always comes to mind, "If there are 1000 snake at your door and you knew only 10 of them are poisonous, would you let them all in? "...
Conrad73: so,doing nothing is making more sense, than doing whatever is possible to diminish the Threat?
No, I'm saying that a stricter immigration policy, doesn't necessarily eliminate the threat.. A tight security policy will limit the chances of a repeat of the recent events in France & the US.. Trump's contradiction in his tightening security policy & the lapse gun laws makes me question if he indeed, has clear policy to prevent a home grown terror attack.

Yep, and some folks want to believe that non-Muslims from other countries are feeding the resources of death to home-grown converts and long ago terrorist implants.

When did Trump say he is going to lapse gun laws? contrary, he wants to strengthen the good existing gun laws... and return to practicing what worked before (profiling) the insane political correctness period was forced down the people's throats.
On a serious note, does anyone have any specifications on the wall? I'm all for any country securing it's borders....hell, I don't let strangers off the street just walk into my house, make a sandwich, drink my bourbon, then leave whenever the hell they want, they have to knock first and then I decide if I want to let them in....but that wall better be a damn good wall. Those pesky Messicans, or, the bad hombres Messicans, if you will, are an innovative bunch. There have been some pretty elaborate tunnel systems found already. And if a tunnel won't work.....
Gonna hafta be one hell of a high wall <--- Just a little wall humor
Yea yea, some may think parts of this post are....

Yes, it has become absolutely ridiculous how we are not allowed to protect our borders anymore and be criticised for treating badly illegal immigrants...meaning we can not actually arrest them for breaching our sovereignty... Shall we all remove our borders and make everyone happy...
