It has to be more than intelligence/knowledge it has to be a way to sense beauty (which can be of a particular taste).
I have posted this long before:
There was a "left" gov in one of the states here that made some effort in bring culture to all and I do remember attending an opera concert at an open and lovely space and there where lots of low income people that were driven from their homes to the concert by gov paid transportation and i do remember a girl who must have been 7 yo or so and she was so happy listening opera and she was even moving, she was enjoying it even though she had not idea what that music was or who had it composed but she could feel the beauty of music.
