a girl of any age, when she has started menstruating can be impregnated by any male of any age, when they r able to.

l agree but its still not English, 9 years would not make them a little younger, but l understand your post now. What you are saying is true but not so man 9 year olds are but 13-14-15 year olds are, in uk for example, its a ploy to get a council house and government money.

What you refer to is a very rare occurrence but where girls under 16 have children it is lack of parental education, if you do not educate your child and give it 'home education' it will not be prepared for school education, 2 different types of education both equally important, however in my mind the first is most important because it gives the child a start in life.
its 2017 and the World about us changed dramatically, we can do nothing to stop it happening, we can only say that we did the best for our own children and not worry about others.
