I really cannot agree or disagree, as I have not been in Joburg for many years.
I lived in Pretoria for about 12 years, and it's relatively acceptable, compared to Joburg. Pretoria and Joburg have a total mix of all races, not just any specific colour.

I worked a few times in Cape Town, and went on holiday to plenty other areas in the Cape Province.
It is generally cold, rainy and windy, and the sea is cold on the west coast, tho warmer on the east (like Durban)
