We have fines here too, but I'd say the amount of people fined is minimum. That's for pooing., not for being off the lead.
I wish they caught more poo owners though. It drives me mad when people allow their dog to poo on the street and not pick it up. It's disgusting.

Here in Melbourne we have some nice parks where they can run around off leashes
i can see your point in the poo thing, but what about the peeing thing peeps lay on the grass and have picanics eeeew! It's pretty cool coz most councils here supply bags for poo poo's. It will be funny when the time comes when peeps have to follow dogs around with blotting paper or have to put a decatheter in pooches willy or foofa
