Trump may be running scared. I have to wonder also about the accuracy of Moss’ statement that government has less power to limit FEDERAL government employees. Civil service rules and regulations in Ohio government has prohibited or limited our political and other diiscussions on the job and off the job. Civil service employees exist to accomplish the missions and goals of the agency they work for and provide those services to the public. Non civil service employees work for their boss too.
For instance, as a prior government employee in Ohio, I was allowed to place a political campaign sticker on my car but I was prohibited from campaigning for anyone for a public office. However, those non-civil service positions serve at the discretion of their political boss ... ex. Governor’s Cabinet members who are Directors of departments and their immediate subordinates could fall under non-disclosure argumentsbut are free to campaign for their boss.
The federal government on these principles could be different but I doubt it.
