How can the government spy on Americans?
The Foreign Intelligence Surveillance Act (FISA) is a law that allows the government to eavesdrop on Americans for national security purposes.
To do that, the government must persuade a judge on the Foreign Intelligence Surveillance Court that it has evidence to think that the person is working as an agent of a foreign power, is working on behalf of a government that conducts intelligence gathering in the United States, or is engaged in international terrorism.
According to the memo, the government began eavesdropping on Page in October 2016, and extended the surveillance three times. One of the requests was approved by Deputy Attorney General Rod Rosenstein, a Trump appointee; another was approved by Dana Boente, who FBI Director Chris Wray recently selected as his chief lawyer.

W/out dossier, there would've been no FISA warrant. Was admitted under oath by McCabe. DOJ/FBI already knew dossier's source was unreliable & shouldn't be used, but filed applic w/it anyways. Waited until after to fire Steele. Then applied for extensions on warrant anyways. One thing , with the US economy booming a few feds should be able to find ready work . Hard to see how Rosenstein can stay .
At the application point the FBI/DOJ had been spying on Trump anyway and needed to make it legal , why would this be I wonder , were they trying to move the spying away from Obama to protect his "legacy" Mrs Bill Clinton . Obama is allowed to spy on anybody he wants but would create political problems for Clinton further down the track if it came out . When in a hole , dig deeper strategy . Trumps the only politician that makes a "drill down" look effective .
