An incentive system for reporting 'actual' scammers (not just because you don't like a person)

A 'Disney' section - essentially all those people with thin skins who are offended by people like you and I could be kept in little compound where they can drivel platitudes at one another and play with dribble soaked teddybears! People would 'self nominate' and 'vote themselves in there' by making complaints about other people's posts?

Include somewhere an article about 'The Use of English' to remind non native speakers that there may be shortcomings in their comprehension and that English humour (esp British English) is wide, deep, permissive and inclusive...
