I have heard about VW gaming the exhaust emissions readings. I'm not a tax expert but if I were to guess, I would think that you would have to declare it as income but it would just be a guess. You could actually call the IRS and they would tell you. I've had to call them once and they were extremely courteous and helpful which kind of surprised me because I was expecting them to bite my head off. . On the other hand, if the vehicle isn't used for a business where you took a deduction as a business expense, it may not be classified as income. You could also call HR Block, they'll probably tell you.
