Don't need any help, in my country if I get a penalty (for driving to fast for an instance) I write a letter that I disagree, they answer they shall look at the case again, then after three years hearing nothing they write you a letter that the case is gone because they didn't answer in time.
Had one penalty in 2013, this year I finally got the answer, and another case in 2015, last week I finally got an answer, I don't have to pay, even though I was guilty as hell

I don't deal in civil matters to be quite frank, but the fact that you've admitted guilt to a court of law, I have no choice but to re-issue you with the original fine & a £50 fine for wasting the courts time !
