Yes or No question really.
Writing this because my overly obese neighbour decided to spend all sunday trying out his new quad bike. It makes too much noise and I don't think someone that fat can maneuver the thing correctly. Such a vehicule shouldn't be used in a town or city. What do you guys think?

There are places for riding quads and dirtbikes, riding them in towns or cities is illegal and dangerous... even riding them at the beach is dangerous for the rider and the public, a few people can give a great sport a bad rep.

It seems to be designed to turn itself upside down. 4 wheels so far apart plus the acceleration make it a death trap.

It depends on whatr you term a quad bike - An electric Pedal assisted Tricycle or Quadricycle for example in the style of Victorian Benz or 1920's Morgan 3 wheelers or a Curved dash Olds & Stutz Bearcat are not illegal anywhere in the UK under Eu Law if the power is up to 250 watts and it is \a maximum of 1. 07 metres (42") wide.
We only get a few quad bikes in Devon so they are not considered a nuisance. My mai experience of these is in Cyprus where they are hired out to the younger holiday makers.
They tend i whiz around a bit but i haven't seen any serious accidents.
