Actually, the owner had debts to the city, as well as not paying the taxes for the dog. Since they didn't have much that the bailiff and city employees could take, they took the dog because it was of a pedigree, vaccinated, chipped and according to the veterinarian healthy.

Every state is different, but Colorado has a dog license fee, I guess it's the same as a tax... laugh , People in the city pay more fees than those living in the country. I think, the fees are designed to pay for the local animal shelter, and related expenses... and it's been that way for as long as I can remember...
