Facebook's purpose is to connect people, many use it as an outlet to vent, post offensive material and comments, keyboard warriors are always ready to pounce, people think they can get away with saying just about anything by using the freedom of speech card, it makes what is meant to be a positive experience a negative one, so yes he needs to take charge and it's about time in my opinion.
