A tornado outbreak is expected to hammer the southern Plains through Monday night, along with a major risk of flash flooding, both of which will pose a serious threat to life and property.

NOAA's Storm Prediction Center (SPC) has issued a rare "high risk" of severe weather from northwestern Texas into western and central Oklahoma, where there is the greatest chance of strong and long-track tornadoes into Monday evening. This highest threat level of severe weather was last issued by the SPC just over two years ago on May 18, 2017.
