I'm going to drop this here, let you all get on the internet and update yourselves concerning what's going on and ask for your opinions. I've read the corporate opinions and I've read the tech and geek opinions, I'd like the average persons opinion...........
What does decentralized Internet mean? Decentralized Internet can be identified using peer to peer connections rather than using a single point network access. The major difference between centralized and decentralized Internet is that the latter connects to different points (peers: other computers, printers, scanner, servers etc) without having to go through a mandatory point, (ie., no more, "internet service providers", ... no more, paying the cable or phone company for throttled down internet, ... no more, data collection, .. no more, corporate/government spying). -
According to the tech experts, it will be faster than anything you can get now. You will not be able to be "throttled" by ISPs. So if it's as slow as a 'phone connection', that'll be because you are so deep in the Amazon they have to pump sunshine to you.

Not according to the link you provided. Still a lot of questions about it.
There are many other articles out there. The more one reads the clearer it becomes, the techs are saying, this is the next generation of internet. That it will take time to catch on, and be accepted, expand and become fully integrated, when it does, it will be much faster than todays internet, especially when one considers that daily equipment is becoming more sophisticated, more powerful. For instance Google has announced it now has a quantum computer that is 100million times faster than a PC. (https://www.independent.co.uk/life-style/gadgets-and-tech/news/google-quantum-computer-a6768016.html).
