I don't know enough about the law in a situation like this. If you saw someone doing it to another human would the law back you up if you shot them because it appears they were trying to kill the human.
In the heat of the moment, if I saw them doing this even though I'm not a gun advocate. but if I had a gun on me. I think I would shoot their hands. I wouldn't want to kill them. On second thought, I'd shoot their hands and legs.
My instant emotion is to stop them and then I'd call the police.

I wouldn't do that because I'm not capable of causing torture on someone. If someone was causing physical harm to my daughter I'd have no probably shooting them in an instant. I'll take 20 years to save her life.
These women and people like Michael Vick don't deserve to live. That may sound harsh but ....

Michael Vick, a football player, hung his dogs in a tree and tortured them. He also threw them into a pool that had batteries connected to it. You know what happened when the dogs were in the pool.
I would quickly call the police then go into action hoping for the best..I wouldn't have to be worried about being shot because we don't have those off tap disgusting gun law's..My son has trained me to protect myself so I would feel confident.
I have to wonder what kind of people would do such a thing.
Why would someone not get medical help for a little dog who had been shot, unless perhaps they couldn't afford it? They reached out to the police, so they weren't hiding the incident and were obviously concerned enough to do that.
I wonder if the police followed up on the report, checked to see if they could afford medical care, or recommended a way that they could get care for the dog.
I wonder if the people involved were intelligent enough to realise they were doing more harm than good with they're own administrations. Clearly they weren't bright enough to see that 'the dog's legs fell off' wasn't going to work as an excuse, nor resourced enough to set up their own fund raising for veterinary care.
I suspect the accused may be dirt poor and as thick as two short planks, neither of which are crimes. I suspect the accused lacked support when they needed it the most and as such resorted to their own woefully inadequate coping strategies.
A sensational news report such as this is designed to get an emotional reaction out of people who enjoy a bit of drama. It disturbs me that the dog's misfortune is being used for these purposes.
I'd like to think that any legal action is less motivated by seeking to punish people of lesser intelligence and means, than by getting a ban on them keeping animals they can't look after in an emergency. It seems that decision needs to made for them if they are incapable of making it for themselves.

Only in the USA would such blatant cruelty & photography for others would that barbaric act get the tag "entertainment" - IMO Anyone making frivolous & complacent comments is nothing but Sick low life Scum in my book I keep a Service Webbing Belt - a genuine Kukri and a Hand gun illegally on my property.
