Guilty. I wouldn't sentence her to prison because she needs to take care of her children. I would suggest community service and introduce her to food pantries where she can get free food.

I would sue the US goverment for not providing services and infrastructure for the working poor, especially individuals like this. The class-action suit proceeds would go into a fund for this cause.

Find her guilty, but " suspend" the sentence... Or continue the case without a finding. Make sure that the woman knows that assistance is available to her, SNAP or " food stamps", and how to access this assistance.

Community service isn't always cleaning bathrooms, scrubbing floors in a office building. They would take a look at the two jobs she does and figure out what her best skills are. Even one or two days of community service is all that is needed for the public to see that you cannot steal and get away with it. Even though my heart goes out to her she should teach her children to find a way when times get tough.

To sue the government she would need a pro bono lawyer. She would lose the case because there are homeless shelters to provide a roof over her head and there are food pantries in most cities in the U.S. The State would prove that she was lazy and looking for an easy way out even though I'm sure she wasn't. It wouldn't be a jury trial. It would be a bench trial where the judge would make the decision. It might be her lucky day to get a friendly judge but it might go the other way.

First of all, the child or children may not be aware of her actions in order to teach them right or wrong.
Also, whatever the community service is, as you mentioned, scrubbing floors, bathrooms, etc does not matter. It is the matter of the time she can't find proper and free daycare. I believe a judge or jurors would take pity on her and instead of punishing her, they would recommend and guide her on how to live better. Such as having a social worker to help her build better working skills to find a higher paying job and help/guide her with other resources to live a better life for herself and family.
You know the saying, "don't look down on someone, unless you are offering your hand to help them up", or the one "walk in someone else's shoes before you judge them".
Compassion and empathy might be a better lesson to teach her children.

I would find her guilty but I would also dismiss the case considering circumstances. I would hope she would have a judge like Frank Caprio Hearing her case.

I'd give her a donation from an available fund, make her go and apologise to the shop keeper and pay for what she took, give her all available information on food banks help and help her find any available financial help for single mothers. Also give her any info on free school meals and free after school support systems. Then I'd go home and look into what to do to change 'the system' or how to create a system that supports single mothers in the area...

I would not want to have to make that decision myself. There are other options. Where theres a way, there's a will.

I would question the cops that brought her in for a minimal crime of desperation trying to survive and send her on her way again with a piece of paper with resources she could turn to.
I would continue the Court Date, Send her to DFS Dept.of Family Services, (here in the USA) They Can and will provide Emergency Food Stamps...(they check your bank account & Resources)...between the court dates, I would do a background check to see if is is using money on alcohol or drugs....Also direct her to Welfare for the time being...to make sure their needs are met...I would follow up on the next court date to see how things are going. (depending if she was free of drugs and alcohol) if she was, And needs being met. I would Find her Guilty, with an SIS...Suspended Imposition of Sentence, 6 months unsupervised Probation, In 6 Months, if she had not reoffended, Her Charges would go away...(Suspended) If she was a fit mother, I would NEVER consider taking the children...I would probably go pay for the bread, and drop her a personal donation...
