I hate being late, if I can't make it in time I call I'm 5 minutes later. That's the maximum for me. And I expect at least that if people are late they take the responsibility to call and tell me how long I have to wait. If it is an hour, I go to the pub.

It can depend on a few things for how long I will wait. If I have other things I could be doing, I will wait about 15-20 minutes. If I dont, then I will wait a little longer like 30-45 minutes. If I think the person might be worth it, I will wait an extra 5-10 minutes. If I think they might not be worth it, I wont wait the extra time.
For it to be abusive to me, I would believe being late almost all the time with the same person. Which could also be partly my fault for not asking them to be more exact on the time. If its waiting for different people, then each person has their own chance to set a waiting time, and be late or early.
