why do women, in western societies, have to cover their chests? (9)

Even younger women with undeveloped breasts don't go bare chested outside, Eastern countries tell the women they are closer to their god if they cover their hair. are we westerners any different if boys don't have to cover up but girls do?

Of course, everyone loves to take their shirts off to cool off, in the Western World..... well down south in Florida women consider this their duty when asserting their gender equality. Southern Charmers like to do this too. Helps to save on washing clothes when operating the outdoor BBQ Grill, too
