Tulefell: Three situations:
1. A man with his "gate" open.
2. A woman with one of her stocking with loose loop sliding down.
3. A person with an obvious health condition (not life threatening, but quite inconvenient), that you know the remedy for.
Would you tell them that they have their zip open, that their stocking needs replacement, that they should consider this or that cure?
Why? Why not?
I'd offer the lady some assistance with her sock and tell her they need removing........1. A man with his "gate" open.

I would do number 1 and 2 without any problems but discreetly... Why?... Because I would love anyone to tell me if I were them... BUT discreetly, because the intention is not to make them feel embarrassed in front of anyone... Number 3, I would only do it with people I am close to... I think it's a little more delicate subject...

1. Nothing changes... I would call him in private and tell him I would love to be told if that happened to me and I appreciate him and I care... If it was a stranger, I would just say I would love anyone to let me know if that happened to me, because I would really appreciate it... And I am a person that truly cares... The run on her stocking (thanks for that word) might the crucial element, that encouraged him to answer to her signals.
