Some years ago I was walking around Paris on my own. A young woman approached me and spoke French to me, I replied is English that I spoke and understood very little French. Not sure what her reply was but she disappeared into the crowd. I can only assume she was propositioning me.

They were always suspicious of foreigners at that time and poor Poirot had to deal with suspicions so many times just because he was Belgian.

It's hard to pick a friendliest people, because I've met warm friendly people in most places I've visited, even England..
I think it's all about interacting and being genuinely interested in their country culture and of course trying the language at least a bit helps, show respect and usually it gets shown back....
