That doesn't mean no drug has ever been tested before being approved for use, it means that after standard clinical trials, due dilligence and research continues. It would be remiss not to monitor medical treatment outcomes.
Only an idiot would think that data from vaccinating millions of people would neither be collected, nor monitored.
