I don't think so Conrad, One Belt & Road Initiative has over 130 members, and though China over committed borrowers in a number of African nations, and took few wrong turns in Pakistan, I think there has been number of changes since Russia became more involved, I think generally the intentions of the Belt & Road Initiative are now been better directed.
