BAGHDAD - Prime Minister Nouri al-Maliki shrugged off U.S. doubts of his government's military and political progress on Saturday, saying Iraqi forces are capable and American troops can leave "any time they want."



One of his top aides, meanwhile, accused the United States of embarrassing the Iraqi government by violating human rights and treating his country like an "experiment in a U.S. lab."

Al-Maliki sought to display confidence at a time when pressure is mounting in Congress for a speedy withdrawal of U.S. forces. On Thursday, the House passed a measure calling for the U.S. to withdraw its troops by spring, hours after the White House reported mixed progress by the Iraqi government toward meeting 18 benchmarks.

Then why doesn't Maliki make an open statement to Bush,and tell him, that Iraq can handle their own,so we can be out of this war.I don't think Bush will even listen to Maliki,he ignores the American people.Whats it going to take,anyway?frustrated

What I have found worse is that twice now within the last 2 weeks, both the CO of all US forces in Iraq and his President have said that they can "stabilize" Iraq in another 10 to 15 years...and no one has picked up on this??? What is the scenarios being considered here...call off the elections after another suitable "terrorist incident"...declare a "State of Emergency"; or Marshall Law, pumping even more troops into Iraq..."another 10 to 15 years to stabilize Iraq..." sounds like they are on a verge of more invasion , not planning on leaving at all...

What I think is its way past time to get out of that deployable situation.How many more soldiers have lose their lives before they are pulled out there and brought home.Like I said in another thread get a petition together get it into Congress.If you take an active part it might change the way they are thinking,and bring our soldiers home.

I think the PM is making more of a political statement than anything else. I further think the reporter is clearly manipulating what people say to sell papers rather than reporting an accurate story. For Example,

The first paragraph portrays the Prime Minister as being very stern in his remarks. it say's:

Prime Minister Nouri al-Maliki shrugged off U.S. doubts of his government's military and political progress on Saturday, saying Iraqi forces are capable and American troops can leave "any time they
want."

NOTE the quotes around only a portion of this statement.

It's not until later in the piece that we see what was actually said:

"We say in full confidence that we are able, God willing, to take the responsibility completely in running the security file if the international forces withdraw at any time they want,"

These two statements convey a different meaning yet we all sometimes find ourselves concentrating on the first thing said and will never catch the slight of quote games that reporters play. I really wish they would quit being so dramatic and simply report the news without their own spin. That wont happen so I guess we have to pay a little more attention to what is really the truth and what is conjecture.

France says that Iraqis have to decide on the withdrawal of foreign forces

PARIS, Aug 20 (KUNA) -- France re-affirmed here Monday the "necessity" for the Iraqis to regain their sovereignty and maintain "territorial integrity" of their country.
French foreign ministry spokesman Hugues Moret told reporters that the foreign forces are not in favor of remaining in Iraq, adding that a "horizon" of their withdrawal must be "defined" by the Iraqis themselves.
He recalled what the French foreign minister, Bernard Kouchner, who is paying Baghdad an official visit, said that it is up to the Iraqis to reach a solution for the current situation, hoping for a bigger UN role to be played in Iraq.
Kouchner began a surprise visit to Iraq on Sunday, the first such trip by a top French official since the 2003 US-led war on that country, which was strongly opposed by former French President Jacques Chirac.(end) si.bz.

Actually there are many conflicting reports about this most important legislation. I believe it may have been passed already, but they are waiting for something before they actually announce it.

New Iraqi oil and natural gas law approved

The Iraqi parliament voted on Wednesday in favor of the long-discussed new Iraqi oil and natural gas law, thus allowing foreign investment in both sectors. The parliament specified that this law will allow the private sector to participate in the national re-building of Iraq, and it required that a minimum 75 percent of employees at oil refineries and companies must be Iraqi nationals.

The modified draft of the new law was approved a few days ago by the Iraqi government that convened without 13 of its ministers, and it was presented by the Iraqi Prime Minister Nouri Al-Maliki to parliament for discussion and approval. The draft oil and natural gas law was originally endorsed by the Iraqi cabinet last February amid internal opposition from different ethnic and sectarian factions in Iraq.

The modified proposed law claims that Iraqi oil and natural gas resources should be owned by all Iraqis and run by an Iraqi National Oil Company that is centralized in Baghdad and is accountable to both the government and parliament.

Its stated goals include the equal distribution of Iraqi wealth and the maximization of production by reopening the wells sabotaged since the American intervention in Iraq in 2003 and by drilling more unexplored oil wells. Recent studies estimate that Iraq has the third largest oil reserves in the world amounting to proven 115 billion barrels and to potential 214 billion barrels if unexplored wells in the western areas are drilled. Iraq also has a reserve of natural gas that reaches 3 trillion cubic meters.

The proposed draft has been severely criticized by numerous Kurdish, Sunni, and Shia leaders on the basis of opening the door for foreign intervention in Iraq in a manner that will undermine the nationalist achievements since its independence. The second clause of the draft law underlines the need for training and technical assistance while other clauses focus on using investment as a means to maximize production and profit.
