I think it depends on the individual.
I have never said 'I love you" lightly because it does have meaning and implications for me.
I do know what you mean though, "love" like many other currencies has been devalued, too much in the mouth rather than in the heart.

I suspect that peoples' expectations of love are also faulty. it is not a feeling that continues on just one note for the whole of a relationship.
