How about this for a model then:
I used to live in a country that everyone had a right to OWN guns but it was very strictly prohibited to BEAR arms (as in carrying them around with you, in your car etc).
Trust me, i felt perfectly safe in my house with a shotgun locked in the high cupboard of my bedroom and a G3A3 7.62mm automatic army assault riffle oiled and waiting in the other shelf. So did everybody else there.
But if i even tried to carry any of them anywhere, it was immediate jail time.
Footnote: Both of the guns mentioned are more than 2 feet long (ok, they can be dissmantled but it's not the point). Ownership of small handguns, that could be easily be carried around unnoticed, was also strictly prohibited.
I also have a permit to carry and do carry! Yes it is needed. A 13 year old boy was shot right across the street from me, sadly the (legal) guns are mostly needed because of the drugs

The only way to keep drugs and guns of our streets is to give the gangs no incentive to sell drugs. Not sure exactly how this can be done but if drugs gangs have no buyers you leave them with produce they can't sell and they will loose money.

where is the placw you lived that had those gun laws ? and how long ago ?
