1) open the picture with Microsoft Office Picture Manager 2) click on "Edit pictures..." (its on the top tool bar (a new panel will open to the right) 3) click on "resize" 4) click on "percentage of original width x height" 5) enter a value of 40-80%, depending on how small you want to make it 6) click on "save picture

I do not know about your computer but on mine I just go to pictures and click on the picture and on top it says to fix and I just click on it and resize it.

Check out IrfanView - the software is free. Not only allows you to resize, but the sharpener and auto color adjust are amazing. Always been my favorite...
