Aboriginal leaders want public inquiry after shooting

Updated Tue. Aug. 5 2008 1:00 PM ET

CTV.ca News Staff

Aboriginal leaders are calling for a full public inquiry after 26-year-old Craig McDougall was shot and killed by Winnipeg police on Saturday.

McDougall was a member of the Wasagamack First Nation reserve. He was also the nephew of J.J. Harper -- a native leader shot and killed by police 20 years ago after being mistaken for a car thief.

"We are now officially calling for a full public inquiry into the Winnipeg Police Services given the recent increase in complaints and incidents in deadly and violent actions against our people," St. Theresa Point First Nation Chief Robert Flett told reporters Tuesday.

"We will also be seeking public support to demand accountability of the Winnipeg Police Services."

The officers involved were responding to calls for help from a house in west-end Winnipeg at about 5 a.m. Saturday morning.

Police say McDougall refused to drop a knife and, after efforts to subdue him with a Taser failed, they shot him multiple times.

Police did not make clear why the Taser device did not work.

"The recent killings of our youth will no longer be tolerated," said Flett. "We are planning further legal and political actions."

He said formal complaints will be filed with the Manitoba Human Rights Commission and the United Nations.

McDougall's death marks the second time in less than two weeks that a person died after an encounter with Winnipeg Police.

Michael Langan, 17, died shortly after being Tasered by police. Police said he too was armed with a knife and refused to drop it.

It was the force's first fatality involving a Taser.

Well it's just getting too much...It's going on here where I live in Ontario and all over Canada and the truth that it won't change I guess has just hit me...we have already been through the inquiry process here after the cold blooded murder of Dudley George by a police sniper at a peaceful land protest...after a number of years I might add...at first the government wouldn't even call an inquiry...then last year the truth of his death finally came out in the final report and it would make you sick to read what the police did to cover it up and lie about it....Anyway...it didn't change a thing...Now we have a Police Commissioner here in Ontario who has declared open season on Native people....so you can see how much good it did!!!!!!!!

Then there's Julian Fantino, police commissioner, trying to avoid an enquiry about him threatening to kill the Mohawks at last years 401 protest. He also OK'd illegal wire taps on some Mohawks who were not involved at all.

He's the one advocating it....he's the one planting fake weapons in the media to justify the calling out of armed tru teams (snipers) and tactical squads against unarmed men...women and children at peaceful protests against poverty...the slowness of land claims...unsafe drinking water in Native communities etc...there have been three instances of this alone in my community in the last year...and the truth of just how close to death these people were only just came out a few weeks ago when testimony of the Police Commissioner and taped conversations from the police bugging the phone of one protester were released after the Crown Attorney trying to suppress it.....The phone calls where he is threatening this protester and his own testimony showed all this to be true...they also bugged his brothers phone who is a lawyer and had nothing to do with the protest and another friend of his phone....oh yes it was very telling info...this was released to the media finally after they fought for it to be in court!!!!!!!!!!

So this is out police force here....a very telling story indeed......wave hug teddybear hug bouquet

That's who I am talking about only it's much worse than that....him calling out snipers and tactical squads against unarmed men...women and children 3 times in a year according to his own testimony is something that a lot of people haven't looked at or chose not to....the one incident he didn't testify about but it just happened in April and I followed it every day...there were no weapons there either even after about 150 armed cops drew their guns on protesters which was reported in the media...however...I got it right from one of their own men that they blew up a picture they took of the protester who supposedly had "the long gun" and it was a stick...yet you didn't see the fact the protesters were armed being retracted in the media by the O.P.P....the other 2 incidents...you can see by Fantinos testimony if you look close enough and put it together that he also knew then they weren't armed...yet it was placed in the media at the time that they were to justify his calling out of armed teams....and remember this was against groups of no more than 20 -30 Native people.

I hope there is an public inquiry into this case. Perhaps that, an independent autopsy and some witnesses if there are any will bring closure to this.

At the moment everything is pretty murky and it's impossible to really determine who's right and who's wrong in this.

Yes it is...but I will be willing to bet it's not the police whose version is the truth...I have seen it too many times...I mean the kid was on the phone at the time with his g/f so I can hardly believe he was holding police at bay with a knife at the same time...but they do have a private investigator hired and I am not so sure an inquiry will help do anything but find out the truth...there can be no closure as long as this continues...being Native to the police means using deadly force....I also have a hard time believing the kid was tasered while talking on the phone to his g/f......but I'm sure that will all come out sooner or later...Tasers here have killed before they haven't worked at subduing a suspect....so I think they just shot and that was it!!!!!!!

Hugz..................

By no means do the police in Canada have a monopoly on this sort of crap. There is one Dept. here in AZ. that had 7 or 8 fatalities involving teens 4 or 5 years ago. Government in general has way to much power. We the people are sheep and fear standing up to government..

I know....but this is going on all over and yes standing up to the government is something they are finally starting do here and I am proud to be a part of that...I think silence just breeds consent and I won't be a party to consent....I know Canada does not have the monopoly but also are a party to with their unwitting silence and unwillingness to recognize the problems and do something about them....while touting what a great country they are at the same time....this is hundreds of years long history that is finally coming to a head and I guess it's an eye opener to still see it go on in modern times!!!!!!!!!!
