Well, you will be disappointed to know that right now there is no car engine which can run solely on water….but yes, some people do claim that they have found a way to use water to supplement gasoline power.

To understand it better, let us take an analogy of Steam engine which was extensively used in older rail-engines. Well as the name suggests, layman might be thinking that this is the engine which runs simply on steam which is generated from water. But again, you will need some source of energy to convert this water into steam. So energy diagram will be something like

Coal Energy -> Heat Energy -> Steam (from water)


Keeping this in mind, let us again revisit the question “Can we run a car on water instead of gasoline?” Well if we can convert water into energy, then yes, but again we would need some source of energy to convert water into energy. What this energy could be?
In fact it can be solar energy, electrical energy, or even energy generated by gasoline. So when people actually say that “you can run your car on water” then what they are trying to say is “you can’t run your car on water alone, instead you can run it on water supplementing the energy of gasoline in more mileage efficient way”

Some inventors claim that they have developed devices that use a little electricity out of your car's battery, to separate water into a gas called HHO(2 Hydrogen + 1 Oxygen). HHO, also called Brown's Gas or Hydroxy, burns beautifully and provides tons of energy - while the end product is just water. Mobile Magazine says HHO provides the atomic power of Hydrogen, while maintaining the chemical stability of water. ”

Next question comes, well if it is so simple then what are pros and cons of doing this. Well truth is that I will not be able to guide you on this one as I have recently tried to implement this technique on one of my old car (about a week ago) and it will need sometime before I am actually able to measure the success of this concept.
