Giving compliments to strangers is always acceptable... what's not acceptable is expecting them to react according to your wishes.
Not everyone is civil or even kind... a compliment can be misconstrued as a creepy violation of privacy, stalker like behavior, pushy, rude, uncomfortably forward and downright asinine. Proper delivery aside, knowing one's audience is not always a guarantee of success or appreciation.

It´s not only women who can take a compliment the wrong way... when I see something about a guy that I like... I let him know.
I was at a club with some friends and noticed this one guy with his buddies... he had the most fantastic smile and laugh... so I approached him and told him that he had the best smile in the club and I loved the way his eyes lit up when he smiled. Then I left and went back to my friends to continue the party... next thing I know he´s standing next to me... hovering.
I had to tell him that it was a compliment... not a pickup line and sent him on his way.
