The city govt. has also discovered the all too obvious for most sane and rational people else where: panhandlers do not have any money.
Since implementing a law back in 2007 which imposed a fine for panhandling, only about three percent of those fines have actually been paid... (Chattanooga Times Free Press)
(and people took the time and trouble to elect these people???
