WASHINGTON , DC - Congress is considering sweeping legislation which will provide new benefits for many Americans. The Americans With No Abilities Act (AWNAA) is being hailed as a major legislative goal by advocates of the millions of Americans who lack any real skills or ambition.
"Roughly 50 percent of Americans do not possess the competence and drive necessary to carve out a meaningful role for themselves in society," said California Senator Barbara Boxer. "We can no longer stand by and allow People of Inability to be ridiculed and passed over. With this legislation, employers will no longer be able to grant special favors to a small group of workers, simply because they have some idea of what they are doing."
In a Capitol Hill press conference, House Majority Leader Nancy Pelosi and Senate Majority Leader Harry Reid pointed to the success of the U.S. Postal Service, which has a long-standing policy of providing opportunity without regard to performance. Approximately 74 percent of postal employees lack any job skills, making this agency the single largest U.S. employer of Persons of Inability.
Private-sector industries with good records of nondiscrimination against the Inept include retail sales (72%), the airline industry (68%), and home improvement "warehouse" stores (65%). At the state government level, the Department of Motor Vehicles also has a great record of hiring Persons of Inability (63%).
Under the Americans With No Abilities Act, more than 25 million "middle man" positions will be created, with important-sounding titles but little real responsibility, thus providing an illusory sense of purpose and performance.
Mandatory non-performance-based raises and promotions will be given, to guarantee upward mobility for even the most unremarkable employees. The legislation provides substantial tax breaks to corporations that promote a significant number of Persons of Inability into middle-management positions, and gives a tax credit to small and medium-sized businesses that agree to hire one clueless worker for every two talented hires.
Finally, the AWNA Act contains tough new measures to make it more difficult to discriminate against the Non-abled--banning, for example, discriminatory interview questions such as "Do you have any skills or experience which relate to this job?"
"As a Non-abled person, I can't be expected to keep up with people who have something going for them," said Mary Lou Gertz, who lost her position as a lug-nut twister at the GM plant in Flint , Michigan , due to her lack of any discernible job skills. Barbara Boxer finally is enacting some legislation for a change. I don't know what she does up in her office most days since she doesn't respond to her constituents. I've contacted various representatives and she is one of the ones who doesn't respond. Dana Rohrbacher on the other hand always does.

Um, I don't think anyone was taking it seriously. I know Barbara Boxer couldn't enact legislation if her life depended on it and the other guy was voicing his displeasure with the ADA. It simply led to a discussion. Indy has nothing to do since Dude left the forums....

LACali: Before the ADA my autistic/MR brother got kicked out of public school and left to rot at home and the school district was under no obligation to pay for him to attend a private school. This act give people with disabilities the same rights as non-disabled people. I hope you never find yourself or anyone you love disabled.
While this may be a good act...I can't see how see how the No Abilities Act would be..It's basicly an incentive for people not to strive to get anywhere in life...why bother wasting years and years on education when you can be promoted to management without it????? I mean I have never heard of something sooooooo ridiculous in all my life...promoted cause you're dumb...yep sounds good to me....and also why waste all that money on a good education when you don't need to....While I agree some things should be changed....like the fact that someone not having the exact skills required for a job or someone just coming from school without experience in the job market yet should be given a chance because that doesn't mean they can't do the job....and neither does someone with 10 degrees mean someone can....there needs to be a balance somehow for everyone to at least have the opportunity to prove themselves....I don't believe that an act saying 50% of Americans are all dumb...and have no ambition so let's create patsy positions that really do nothing and promote them to high management positions with a nice title cause we all know they will never get there on their own...is the way to go about it...Talk about a self-esteem killer....I think this act will do exactly the opposite of what it is intended to do.....

Since this is my career, I can tell you that no, 50% of Americans aren't dumb, more like 75% but Hugz I promise you Indy was joking. Barbara Boxer has been my senator for years and she doesn't legislate anything more than her lunch breaks. I swear!!!
