The way they do it is they fatten up the public water supply service by pumping public (our) money into it, then they start charging for water, then the sell it off to a private corporation that the State authorises, inspects and regulates. That way the State gets lots of money and more jobs (a bigger State). It's pure Socialism - the State stealing the fruits of private industry (in this case one of their private corporations). As part of the sale of the State water company, the rights to the aquifer will be sold. And so the State's hands will be clean when the corporation goes after anybody diverting water from the aquifer for unpaid private use. No doubt Revenue would be the ones sending the bill to any farmer or individual 'stealing' water in such a manner.
Farmers are going to be crucified with water charges, septic tank and slurry charges, and carbon emmission charges when they come in. They'll be seizing farms up and down the country by the new time.

I think the Government would rather have the land than have Farmers working it, and asking for Grants that help them out. Those grants would be best in the pockets of the Euro lords.
From what I have seen lately I get the feeling Politicians think farmers are nothing more than glorified Spongers.

Farmers never needed any government to help them. 'Help schemes' in my view have led to farmers specialising to the point of not being able to provide to needs anymore, in my view a clever twist, making us all more and more vulnerable and dependent on an obscure system. It is the over-regulating, the bulk of confusing and overwhelming laws and regulations, which causes the issues, while with no government to interfere, people could look at what is actually beneficial to produce for their local market, as they did for as long as humanity has been settling instead of roaming.
That is just what I think though, and obviously my view must not be correct
