They are allowed to cheat in movies as they wish. As a writer who has had publishing houses breath down her neck for authenticity, the unfairness of this annoys me to no end 
555 is a fake code, to prevent nutcases from bothering real members of the public, trying to ring movie numbers (imagine someone ringing you at 5 in the morning, whispering 'is it safe' lol)

Local or landlines depending on area code 555 plus 8 digits
Nothing
