Do you have any information whether it is possible for non-EU citizen to buy a house / apartment in EU zone or one of schengen country. If possible, in what condition and requirement? FYI, I don't have permanent resident status in EU zone anyway. I'd appreciate to receive as much information as possible.

Simple answer is yes and condition to be met is you have money and pay whatever tax on amenities in that country. Countries like Bulgaria do not at the moment allow foreigners to own land but this is overcome by setting up a company in your name costing about 3oo euros.
In Cyprus- I'll use an American for example as this is what happened to a friend of mine- if you want to buy land or property, you need to do it through a Cypriot- you have to either have family ties or similar. You can stay in the property for up to 6 months of a year- but then you have to leave it for 6 months again before returning. Certain nationalities have to get visa's to visit Cyprus even that involve lengthy trips with the person who is inviting you having to prove income, length of time stayed, job, money in the bank etc etc!

I have never bought property overseas, but I doubt that information found on the net would be sufficient. I think you still would need help from someone who knows local turns.
wordsmith99: Essentially, I think what everyone is saying is that the answer depends on b) your nationality and b) in which country you want to buy property.
Why don't you tell us those two and save everyone lots of time?
Wordy..never mind all that about buying houses etc...Whats Lyon like for a good weekend drinking session???? <--very fundemental Q...

If you are an EU citizen then basically there is no or little problems. If you are another national then expect little to lots of probs.
For EU citizens the national rights and laws apply i the country where you wish to purchase.

Not too bad, Musicman. The historic centre is jam-packed with jolly Irish pubs selling the black stuff and Indian takeouts/restos selling the hot stuff... they close up around 3/4 at the weekends I think. Also loads of music venues and hotspot mic evenings etc.
See the Petit Bulletin (it's online google petit bulletin lyon) for details. Also, don't leave me out if you're heading this way with your guitar!

Phoenix: But what about Sarko's finest...??? How much is a pint in a normal JIP¨?? Here it's almost 7 for a pint of black stuff...
And there's a possibly of Man U playing lyon in the semi final of the champions league..Who knows.
I don't really know about beer prices because I'm a health freak. I work hard to ingest the Five a Day EVERY day. SO I only ever drink grape juice. Fermented pink grape juice.
At the end of each day I count up the helpings of ketchup and Fruit Pastels I've eaten since breakfast and subtract the answer from five. That gives me the number of glasses of grape juice that the government recommends I drink that night in order to achieve the Five a Day.
And I don't think the Black Stuff counts at part of the Five a Day... or does it?
