Ireland ² France. Basically the same as the UK system.
France and UK no as far as I know, unless they are registrated "legal" non workers, In UK the medical service is less than basic even for workers... The country I know giving the best medical protection to all people present on its territory, no matter workers or not workers, cittizen or emigrant, is Holland.

If you have a passport from almost any EU country then you have the same rights as a french national. Apart form the right to vote in the presidential elections.
Although you can't claim sertain basic social security benefits until you have lived there three years (there are examples where some rules are broken).
One of the first things you'll need is a 'carte vitale' social security card. You don't need any other ID a part from your passport (which you are maent to carry 24/-365 or an ID card from your country of birth).
The over all health care in France it is more efficient than the UK. As for money in your pocket. Probably the UK.
In Croatia if you are in register of nonworkers who are looking for a job you have healthcare.
If you are not in a register you don't.

Finland is fine as long as you are a registered resident.

Was at my medical centre thos morn querying why my medical card had not yet arrived ... the guy there seemed think restrictions had been put in place and only fully employed residents are entitled to full medical cover... Anyone else only basic and emergencies ...
Although I´m Spanish I spent all my life abroad (France & UK) and all my contributions in my working life have been paid in UK.
Now I´m back to country of birth (and all ancestors Spanish) as full time resident no one seems to know what to do with me
The guy didn´t know what I was talking about when I mentioned the new sep 2012 "guidelines"

Healthcare is free to medical card holders in Ireland. The medical card is means-tested. Most welfare recipients, and many low paid workers qualify. There is also a provision whereby an individual can qualify on medical grounds. Prescriptions on the medical card have a flat rate of 50c per item.
The downside of having a medical card (public), as opposed to having medical insurance (private) is the waiting lists for procedures.
