Hum, I too, am English and living in Austria, and I have found the Austrians welcoming, warm and friendly.
Americans love the English and when I lived there, I was treated with kindness and warmth.
The Italians, now I love them...
Hard to say, really.
I agree with sommer that that's a hard question to answer.
Nowadays most people are hustling to make a living and can be short-tempered.
It also depends on who you are and who they perceive you to be.
People in the big cities especially the ones with a lot of crime are naturally more suspicious by nature than your country folks.

ive lived in austria now for 13 yrs and find them to be very friendly and i have some great friends here but i mentioned malta because ive been there 14 times and have very fond memoriesAmericans love the English and when I lived there, I was treated with kindness and warmth.
