They're a member of the UN and as such are obligated to adhere to certain levels of human rights.
So, what is the compulsion you ask, simply human rights which is universal.
As for this being their problem, it certainly is and, if allowed to go the way it is one hell of a lot of people will die and, if a sucessful revolution occurs after a hundred thousand people die they will wonder where the world was and, if unsucessful, you have a hundred thousand dead this year, another hundred next year and so on while the UN chants human rights violations and unrest festers even more in the ME destabilizing the entire region into factions which in turn threaten global security.

Russian arms dealers get pretty rich off stuff like this and, contribute nothing in return as theirs was the country that killed over a million in Afghanistan and would have been more save for the Arab support aided by the US.

Kashmir and Eastern Turkestan were the nearest Islamic regions bordering Tibet. It is said that Muslim migrants from Kashmir and Ladakh areas first entered Tibet around 12th century. Gradually, marriages and social interaction led to an increase in the population until a sizable community came up around Lhasa, Tibet's capital. There was no large-scale conversion to Islam though. Thomas Arnold, in his book, The Preaching of Islam, published in the early part of this century says, "Islam has also been carried into Tibet proper by Kashmiri merchants. Settlements of such merchants are to be found in all the chief cities of Tibet: they marry Tibetan women, who often adopt the religion of their husbands..."
Tibetan Muslims trace their origin from immigrants from four main regions: China, Kashmir, Ladakh and Nepal. Islamic influence in Tibet also came from Persia and Turkestan
Way back Afghanistan was a Buddhist country and so was India pre-Islam invations

The report is adamant. There was no organized, lethal repression by the Syrian government against peaceful protesters. Instead, the report points to shady armed gangs as responsible for hundreds of deaths among Syrian civilians, and over one thousand among the Syrian army, using lethal tactics such as bombing of civilian buses, bombing of trains carrying diesel oil, bombing of police buses and bombing of bridges and pipelines.
Once again, the official NATO-GCC version of Syria is of a popular uprising smashed by bullets and tanks. Instead, BRICS members Russia and China, and large swathes of the developing world see it as the Syrian government fighting heavily armed foreign mercenaries. The report largely confirms these suspicions.
