This reminds me of a book I had once, 101 Ways to Use a Dead Cat. Same concept. The ultimate useless man would have to be a dead beat dad.
Other options:
-- dead beat dads could provide safety in their child's neighborhood by laying in the road and therefore providing speed bumps to slow down careless drivers
-- dead beat dads could also be a dress up doll for their daughters and at least they could spend quality time together
-- for a son, the dead beat dad could be decorated with glitter and strung up as a pinata on special occasions -- and the rest of the year function as exercise equipment (think punching bag)
Other options:
