Chavez isn't really "aligned" with Russia or China. But he is anti-US. So that doesn't leave him much choice as to where to find any sort of support.
Castro was the same. Initially he thought the US would support his revolution against the corrupt Batista regime. And it did. But when he started to seize mafia possessions he became an enemy of the US.
The same was true for Ho Chi Minh. He patterned his revolution's constitution on that of the US. And he thought that the US would help Vietnam throw off foreign colonialism. But he was wrong. Instead, the US tried to take over where the French left off.
when newly independent countries see that the West won't help them, they turn to the Communists in order to survive.

He already was free to send forces anyplace in the world. But there's not much danger of that. The US has all sorts of mercenary death squads in the area. Chavez needs all the troops he has just to protect his own regime.

The guy was arrested at a border crossing as he rode a bus into Venezuela. He has a US Passport that he shows. But when the border security pulls him from the bus......he starts shreading this notebook with geographical locations in it. Then they get really interested in him.

1) Chavez has the guy's name....or at least a fake passport name to give.
2) Chavez says his passport has stamps to Iraq, Afghanistan and Pakistan. Now if Chavez is making the connection that he is US military from this information, he is wrong. When US deploys soldier abroad, they don't often carry passports. US contractors and US Gov't employees will carry them.....but not soldiers and marines.
3) Chavez says that they scotched taped the shreaded notebook back together. But he does not tell us were any of the locations are. Are we talking about beach north of Carcus here? Or Chavez secret Russian made ICBM silos?
4) Chaves says that the guy is not talking. This might be the smartest thing the guy has done so far. But if he was US military trained, he would want his name getting into the public record. So the 7th Calvary can come.
