If the confession belong to the past,why should someone confess a situation that never affect or have anything to do with the current relationship? NOW if the confession belong to the present...what out...

Were like twins in a diferent dimention I would lie to my woman just for practice in case I needed to lie someday. Heaven forbid openly telling her confessing everything and ruining the relationship. Court cost alone should answer the original question.

Unless one has something to confess which could have a detrimental effect on a new relationship then what's the point? Most of us are old enough here to have had an extensive past life in terms of relationships, and quite frankly mine would probably bore the pants off a potential suitor!
I dont know about relationship, but it sure worked for this guy:

if the intent of the confession was to strengthen the We, then i would try to be open to it. but if it's just a selfish 'i' based confession, i would question the purpose or intent.
I didn't have anything to "confess" but I did offer a lot of information about my life. If I didn't tell it I would have felt I was keeping something from him and would have felt uncomfortable about that.
