I don't see it as a matter of being governed so much as it is trying to gain an understanding, and acceptance, as to what women think, as well as society in general.
Whether you choose to follow along, participate, believe, in the general consensus is entirely up to you, the individual. Ultimately it is each and everyone's own life, and decision, but some people, of their own volition, decide to follow the herd, sometimes unconsciously.
If that makes sense, then you may have a clue.
