If snoring has become a ‘social problem’, then I’m sure that the Dept. of Social Services will be sending social workers to homes across the country to remedy this pernicious new social problem which will lower the anxiety problems off those affected by it and or those who cause it…Be brave and visit your local social services office to register your complaints and name those that you consider a social problem...

It is not necessarily nor "more likely" a "health" issue. And Apnea is only one of many possible reasons for snoring. What is for sure is that if it causes problems than one should probably talk with a doctor.
