not often,complaints used mostly,guy videoed a state policeman speeding/for no reason,guy put cam on his speed 55,and tailed officer,gave it to news,officer in ark.was fired 1980s,dont have to give name,that way,n get tickets in future,n use cam,cam in okla.police car filmed excessive force,cop kick guy in head/like a field goal try!all lied n were fired,charges on dwi/dui were dropped,they beat guy like rented mule!im all for cop cams.in 1990s it happened to me city cops false dwi charges,folks called in excessive force n dep.drove up to tell them to stop/calls on them!they found out i wasnt drunk,wouldnt let me take test,put me down as refused!got atty.still went to court/almost a yr.sgt./city wouldnt show for court,judge found me not guilty,but still lost lic.for 1yr.admin.law!/sad.

It depends on where you live. Different laws in different places give citizens there different authorities. Some states statutes take the view that citizens abdicated all of their power when they formed a government, other states take the attitude that a government formed by the people can not have any powers the people themselves do not possess and the mere formation of a central govt. was not an abdication of citizen authority. Used to be most of the arrests made by NYC Auxiliary Police were citizen's arrests. Some were damn good arrests too. Then we get to them matter of other countries. In some the authority of the citizen to detain for a court is large, in others minimal or none. It depends.
Although Mr. Rick claims to be a New Yorker, given some of his poll questions he is obviously not knowledgeable about a lot of US history or else he surely would have already known about one of the most violent (and spectacular) citizen arrest incidents in US History. Coffyville, KS and the day the Dalton gang and the James brothers decided to rob a bank, but were spotted in the act.
