Only if the illness of ""the mentally ill"" is treated fully,far beyond any reasonable doubt, then this person,should be deemed, not a threat to society. Though, even ""treated fully"",there are, likely,very few, re-appeared cases.-

Yes, that's why they are called mentally ill,, and they are not normal, and when we go out of normality ,, we disturb the balance of existence/order of things.
Mentally ill, if they have force/energy could be someone/ or could become a violent individual,, and when they are vegetables,, they are a charge and could cause much effort in taking care of them,,, they could undeliberately/intentionally cause accidents/damages, that's why we have to keep a keen eye on them,, there are some that are passive enough,, yet we could not leave them alone unattented just like any normal individuals. They can burn your house, or injure themselves.

I don't think they're either a threat or a treat. I presume you meant threat, yeah? Treat is quite the opposite! A mildly mentally ill person can occasionally be a TREAT when they do something nice, especially for a friend or family member. Or a joy to behold.

Potentially...every single person is a threat to society and a dangerous person. Are you asking for more beyond your simplistic question? Should we lock up all of the "mentally-ill" in society...especially those who look forward to another season of Jersey Shore?
