Whether Puerto Rico becomes a state should be up to the inhabitants there first. Presently most people living there are u.s. citizens and they don't pay federal income taxes but they can't vote for POTUS either.
"Puerto Ricans by birth have American citizenship and can move freely between the island and the U.S. mainland. But unlike Hawaii, Puerto Rico is not a state. That means it does not have voting power in Congress and its citizens can’t vote for the U.S. president — but they can vote in party primaries."
Personally, I think the place should be abandoned. Who is going to pay for and rebuild Puerto Rico after this latest natural disaster? And then, who is going to pay for another rebuild following the next similar natural disaster? Etc

Trumpetforskin could always appropriate it all for a new golf course, expel all the people except for a few groundkeepers and cleaning staff, then use the taxpayers to pay for all the clean-up and conversion to a golf course...that way he avoids using taxpayer moneys to repair Puerto Rico as an entity much in the same fashion as ol' lady bird johnson went on a 'beautification' binge for all her projects using tax payer moneys...
