The High School where I live has a large Air Force ROTC group. I knew a few students that were in it but never joined the military after they graduated.

“The quality of people willing to serve has been declining rapidly,” Major General Allen Batschelet, the U.S. Army Recruiting Command’s commanding general, told the WSJ.
Some European countries have mandatory service. Switzerland, one of the most heavily armed countries, has a civilian force that is trained, armed and can be activated within 4 hours. I have been told that no other country can do that.
Handling a firearm should be mandatory education - either from a father or a respected trainer.

An SOF also has it hard trying to maintain levels of qualified troops because of these stats you mention. The present lower unemployment rate and the way USMC reserves are treated today aren’t helping the Military’s chances for better recruitment today either.
I wonder if in a conventional conflict If advanced warfare technologies can compensate for good troops. In any case, the USA’s volunteer military service might just be stretching to far.
in NZ we had school cadets, depending on the school most kids had some association with it from 13 years on. Myself i fired Bren, 303 Rifle and Sten gun in first year of high school (13 years old) we played with British radio's 48 set i think it was called, then aged 17 i was recruited by famous footballer Tiny Hill for regular army service, in place called Vietnam
