Spot on, but if a certain persons does this constantly I get the uncertain negative feeling that they are trying to point out the ignorance of the first person asking a question, more than a positive thing. I’d like to think I’m wrong though.

For some it is a cultural & regional habit. But I avoid people who do that. I don't see the point of sticking around to see if that is just the way the talk or if they are avoiding answering the initial question, because they are dishonest or deceptive or concealing something. There is also the possibility that it is sarcasm.. over the initial question, especially if they deem it inappropriate or none of your business
