someone says "Always miss you" = they are being kind...to make the other person feel better about not seeing them for a while.. similar to "How are you"! Easier to say I always miss you instead of doing something about being with that person more often..

I think Friskyone and Chambella could be correct. I’d like to believe most what Iriah78eyes wrote ” What happened was i got another late night txt saying “i am thinking of you. love, mz x.” I replied that i hoped some of those thoughts are good ones blah blah blah . And then a final reply read, “they are all good thoughts, miss you always.” Why bother?
It depends on the context. It can mean that the person is always on the speaker's mind. It can also mean that that opportunities to see the person are missed, i.e. they come and go at the same place but in different times.
