Seemingly men do it more as a kneejerk reaction.. (Caught offguard in an awkward situation). 
Women seem to do it more as part of a plan. (With some level of premeditation or purpose).
As a group, women may be better at it, but I'd suggest it comes slightly easier to men.
I think there ought to be a law! Tell the truth or you're in for a chunk of slammer time!
